This manual is published by GoTecID (Pty) Ltd (“the Company”) as a private body in terms of section 51 of the Promotion of Access to Information Act 2 of 2000 (“PAIA”), as amended, to facilitate requests for access to records.

2. Purpose of this manual
This manual informs requesters of the records held by the Company, how to request access, and the rights and remedies available under PAIA and the Protection of Personal Information Act 4 of 2013 (“POPIA”).
3. The Information Regulator’s guide
The Information Regulator has compiled a guide, as contemplated in section 10 of PAIA, on how to use the Act. It is available from the Regulator:

4. Records held by the Company
The Company holds records in the following broad categories. Availability of a category does not guarantee access; access is subject to the grounds for refusal in PAIA.

| Financial records | Accounting records, tax records, invoices, banking records. |
| Platform records | User documents held as encrypted files, together with consent, sharing and access-audit records processed through GoTecID — subject to POPIA. |
| Operator & partner records | Operator Agreements and correspondence with organisations on the network. |
| Personnel & operational records | Employment, supplier and internal operational records. |
5. How to request access
- Complete the prescribed request form (Form 2 — Regulations under PAIA).
- Submit it to the Information Officer at the address or email above.
- Provide sufficient detail to identify the record and the requester, and specify the form of access required.
- Identify the right you seek to exercise or protect, and why the record is required for that purpose.
- Pay the prescribed request and access fees where applicable.
6. Fees
PAIA prescribes a request fee and access fees (for reproduction, search and preparation, and postage). The Company will notify the requester of fees payable before processing where required. Fees are as prescribed from time to time under PAIA.
7. Grounds for refusal
Access may be refused on the grounds set out in Chapter 4 of Part 3 of PAIA, including the mandatory protection of the privacy of third parties, commercial information of third parties, confidential information, and legally privileged records.
8. Remedies
A requester who is dissatisfied with a decision may lodge a complaint with the Information Regulator (using PAIA Form 5, to PAIAComplaints@inforegulator.org.za) or apply to court, as provided for in PAIA.
